Rebekah Paczek

Managing director

Founder of Snapdragon Consulting, Rebekah has over 15 years experience specialising in providing policy & political analysis and advice; community and media relations and planning support to the property and regeneration sector.

Working across national and local government, Rebekah has covered a breadth of industry sectors and issues, particularly focusing on projects and proposals which require sensitive guiding through the community, stakeholder and political aspects of planning and development.

Projects have included: Strategic land planning; Sustainable Urban Extensions; Energy from Waste proposals; Urban infill; Retail, residential, leisure, commercial, and mixed-use developments.

Rebecca Wakefield

With experience garnered over six years as a planning communications consultant, Rebecca understands the need to implement tailored consultation strategies and communicate effectively with decision makers to achieve success.

She has successfully gained planning approval for clients across the country on a wide range of projects from residential to renewable energy and is proud to boast a 100% approval success rate at committee.

Rebecca’s professional achievements include the redevelopment of Crystal Palace FC’s Main Stand at Selhurst Park, overturning a recommendation for refusal for a care home in Stroud, securing a Local Plan allocation for a 3,500 home site in Kent and unanimous committee support for a revamped Tech City tower in Islington.

Will Savage

Account director

Will initially joined Snapdragon in 2014 after completing his Masters at King’s College London, alongside a brief spell working for an MP in Westminster.

Having contributed to a number of significant land promotions in London’s Green Belt, Will joined a Birmingham-based agency in 2016 before returning a year later to spearhead Snapdragon’s expansion into the Midlands. After working on the region’s biggest development schemes, Will has a specialist understanding of the area and can deliver across a range of projects.

Emily Tester

Senior Account Executive

Emily supports and leads on a number of client accounts in the built environment sector, giving advice on stakeholder engagement and community consultation. She also provides political insight at local, regional and national levels and delivers research and analysis of the political dynamics across London.

In her time with Snapdragon, Emily has helped her clients to undertake meaningful engagement with thousands of local residents and political stakeholders. From workshops and public exhibitions to pop-up stalls and street canvassing, Emily is able to utilise a wide variety of methods to facilitate conversations with the local community in support of a planning application.

Emily joined Snapdragon in 2018, after graduating from the London School of Economics and working for former Liberal Democrat MP, Stephen Williams. An experienced political campaigner, Emily has served as a Councillor and stood as a Parliamentary Candidate for the Liberal Democrats in the 2017 General Election. She has served two terms on the national youth executive of the party, and has a wide range of contacts both in the party and at Liberal Democrat HQ. She offers clients a unique insight into the party and its impact on the Built Environment sector in London and beyond.

Jade Bennett

Jade joined PLMR in 2019 and is based in the East of England regional office, working on accounts across the area. Specialising in planning policy and the built environment, Jade works predominantly in the Snapdragon team however she also supports and leads on a range of clients across the Public Affairs sector.

Jade provides strategic communications and media relations support across a variety of sectors, including environment, health, technology, planning and Life Sciences.

Having graduated from the University of Bristol with a BSc in Politics and International Relations in 2019, Jade has a strong knowledge of regional, national and international policy.

During her time at University, Jade focused her studies on environmentalism and climate change, and she is passionate about the green aspects of planning policy; particularly the future of sustainable placemaking and the national agenda to achieve Net Zero.
